Monero v0.18.3.2 'Fluorine Fermi' tagged

The official Monero v0.18.3.2 Fluorine Fermi has been tagged (CLI1/GUI2) and the release binaries should be out soon.

Release highlights

CLI:
- wallet2: ensure transfers and sweeps use same fee calc logic 
- wallet2: adjust fee during backlog, fix set priority
- Update RandomX to 1.2.1
- gitian: add riscv64 support
- wallet: fix multisig key memory leak
GUI:
- tails: fix detection
- p2pool: update to v3.10
- Remove instructions for Void Linux, add NixOS

Note that this point release also fixes3 the bug that prevented the fee selection algorithm from properly adjusting to the recent transaction volume surge4.

Contributors are encouraged to share the results of their deterministic build processes5 by making a pull request to the monero-project/gitian.sigs6 repository.
